A Germantown man has been sentenced to 20 years in prison after admitting to a series of burglaries that targeted two Frederick homes and a downtown restaurant. Fifty-three-year-old Todd Dixon-Latkovski pleaded guilty to two counts of first-degree burglary and one count of second-degree burglary as part of a binding plea agreement in Frederick County Circuit Court.
The burglaries took place between late October 2025 and early February 2026. Prosecutors say Dixon-Latkovski first broke into Sapporo II restaurant on West Church Street during the early morning hours, forcing his way through a rear door and stealing about $500 in cash before damaging a computer. Just a few days later, investigators say he entered a home on East Second Street while the homeowner was asleep, stealing a wallet, credit cards, medications, a PlayStation 5, and other property.
Police tracked the suspect through surveillance video, purchases made with stolen credit cards, and a distinctive cross tattoo on his left hand. After a later burglary at a home on Kline Boulevard in early February, officers arrested Dixon-Latkovski nearby and linked him to the earlier break-ins.
In addition to the prison sentence, he’ll receive credit for time served since February, followed by five years of supervised probation after his release. He was also ordered to pay restitution, complete alcohol and mental health treatment, avoid alcohol and illegal drugs, and have no contact with the victims or return to their homes or workplaces. Court officials said residential burglaries leave victims with a lasting sense of insecurity, making them among the most troubling crimes handled by the court.
