Federal prosecutors are charging a Frederick man with new child sex abuse offenses.
A federal grand jury indicted 29-year-old David Mangum Wednesday on counts of receiving and possessing child sexual abuse material, along with transferring obscene material to a minor.
According to the indictment, Mangum used internet-based social media accounts in 2025 and early 2026 to obtain sexually explicit depictions of at least five minor victims. Investigators also allege Mangum sent one of those minors a video of himself engaged in sexually explicit conduct. A law enforcement search of his cellphone reportedly found numerous additional images and videos.
Mangum pleaded guilty in Frederick County Circuit Court in 2021 to three felony charges related to filming, soliciting and promoting child sexual abuse material. He received 10 years, with all but 18 months suspended. A conviction on the new charges could result in decades behind bars.
