Frederick County Executive Jessica Fitzwater has announced an agreement with Catellus, the master developer of the Frederick Digital Campus in Adamstown, that would provide 110 million dollars in developer-funded community benefits.
Under the agreement, Catellus would reduce the amount of planned data center development by nearly 20 percent, cut potable water use by 80 percent and provide 433 acres as a nature reserve.
The proposed investments include:
- 30 million dollars for renovations at Carroll Manor Elementary School
- 40 million dollars for a community center and recreational space
- 14.5 million dollars for workforce development and career and technical education
- 10.5 million dollars for agricultural land preservation
- 10 million dollars for perimeter berming, planting and trails
- 5 million dollars for a community solar project
- 1 million dollars for a new fire engine for the Carroll Manor Volunteer Fire Company
The county says the agreement reflects recommendations from its 2024 Data Center Workgroup, community listening sessions and concerns raised by residents during the public process.
Catellus’ Development Rights and Responsibilities Agreement application will now go through the county’s formal review process, which includes Planning Commission review and a public hearing.
The county is accepting public comment on the application through September 10. Frederick County also has a separate temporary pause on new data center applications through December 31, 2026, while a statewide data center impact analysis is completed.
