Governor Wes Moore is ordering a new state effort to address car thefts involving young people in Maryland.
Moore has directed the Department of Juvenile Services to immediately launch a pilot program in Baltimore City and Montgomery County, where vehicle thefts have increased over the past year. The program will identify young people involved in car thefts or considered at risk and connect them and their families with social services and law enforcement.
The state will also focus on early intervention for younger children who are too young to face criminal charges. The initiative follows several serious crashes involving stolen vehicles, including the death of a 69-year-old motorcyclist after a stolen car driven by a 12-year-old struck him. An initial report on the program is due December 1, 2026.
