Westminster, Carroll County, Maryland; June 4, 2025 —- Deputies from the Carroll County Sheriff’s Office arrested a Carroll County resident on Friday, May 30th, 2025, after an Internet Crimes Against Children Investigation developed evidence of possession of child sexual abuse material.
The suspect is identified as Luis Esteban Diaz, 18, of Taneytown, Maryland. Diaz is charged with three counts of Possession of Child Pornography. Diaz was transported to the Carroll County Detention Center after an on-view arrest, where he was held without bond after his initial appearance with the District Court Commissioner.
Beginning in May 2025, the Carroll County Advocacy and Investigation Unit initiated an investigation into the possession of child sexual abuse material online. At about 5:30 a.m. on Friday, May 30, Carroll County Advocacy and Investigation Center detectives, with assistance from the Carroll County Crisis Response Team, served a search warrant at the identified residence of the suspect. Electronic devices were seized at the scene to allow for further forensic analysis.
The Carroll County Advocacy and Investigation Unit coordinates with the Maryland Internet Crimes Against Children Task Force. This is a combined law enforcement effort involving police departments across Maryland that is made possible in part due to grant funds provided by the Governor’s Office of Crime Prevention, Youth and Victim Services and by a federal grant from the U.S. Department of Justice. Task force investigators focus on identifying those involved in child pornography via the Internet and other related crimes that victimize children.
All suspects are innocent until proven guilty in a court of law.
