‘Bud’ Otis died on Saturday at age 86.

Frederick, Md (KM) The first president of the Frederick County Council has died. Harold Fred “Bud” Otis passed away on Saturday at the age of 86.
He served as President of the Council from 2014 to 2018. That was after Frederick County ditched its long-time Commissioners form of government for a County Executive and County Council .
Otis ran for the Council as a Republican, but changed his party affiliation to unaffiliated in 2016.
Prior to serving in political office. Otis was chief of staff for former Congressman Roscoe Bartlett from 2003 to 2012..
Otis was also an Elder of the Seventh Day Adventist Church.
He lived in Middletown.
Funeral arrangements for Otis are being handled by Stauffer Funeral Home at 1621 Opossumtown Pike in Frederick.
