Frederick, MD (JK) – Frederick officials have announced a new initiative aimed at helping local nonprofit organizations maintain critical services amid recent disruptions in federal funding.
During his 2025 State of the City address, Mayor Michael O’Connor unveiled the Supporting Emergency Capacity, Urgency, Resiliency, and Equity (SECURE) Initiative. The program is designed to provide short-term, flexible grant awards to eligible nonprofits that have experienced canceled federal grants, unreimbursed costs, or new restrictions on how previously awarded funds can be used.
The SECURE Initiative is intended to serve as a bridge, ensuring organizations can continue providing essential services such as food assistance, housing support, healthcare, legal aid, and youth programs while seeking long-term solutions.
To qualify, nonprofits must operate in Frederick County or City, serve residents of Frederick, provide critical human services, and have received federal funding within the past two fiscal years. Organizations must also demonstrate a documented loss or restriction of federal funds.
Applications for the one-time grants will open on October 15, 2025.
