A Pa. Man Is One Of Seven People Indicted By The Frederick County Grand Jury

He’s charged in a kidnapping in September.

Frederick, Md (KM) A man charged with kidnapping an infant child who was inside a car parked in Frederick was one of seven people indicted by the Grand Jury on Friday. The panel charged Jeremy Francis Rineman, 45, of Mechanicsburg, Pennsylvania with kidnapping a child under 12, unlawful taking of a motor vehicle  and unauthorized removal of a motor vehicle.

Police say Rineman was arrested on Thursday, September 19th for taking a car from the 1700 block of Harvest Drive in Frederick. A baby was all alone inside the vehicle while its mother went into the home to retrieve an item.

The vehicle was found ten minutes later in Mount Airy by a Frederick County Sheriff’s Deputy and the Maryland State Police. . Rineman was arrested, and returned to Frederick . The baby was taken to Frederick Health Hospital as a precautionary measure before being reunited with its mother.

Other indictments handed down by the Grand Jury include:

*Juan Carlos Vazquez-Natera, 33, of Clarksburg, Md., who is charged with  two counts of sexual solicitation of a minor for offenses which occurred on September 16th and September 18th, 2024.

*James Leonard Cogswell, 69, of Walkersville, Md, who is charged with two counts of sexual solicitation of a minor for an offense which occurred on September 16th, 2024.

*Jeffery Allen Ringersma, 64, of Virginia Beach, Va., who is charged with two counts of sexual solicitation of a minor for an offense which occurred on September 16th, 2024.

*Paul Viera, 27, of Frederick, Md who is charged with  1st-dfegree assault, 2nd degree assault and false imprisonment for an offense which occurred on September27th, 2024.

*Kabian Matthew McCoy, 23, of Knoxville, Md. who is charged with 3rd-degree sex offense, and sex abuse of a minor for an offense which occurred on July 1st, 2024.

*Kevin Eugene Fuller, Jr., 18, of New Windsor, Md, who is charged with robbery, 2nd-degree assault, theft less than $100 and resisting and interfering with an arrest for an offense which occurred on August 13th, 2024.

These indictments move these cases to the Circuit Court where trial dates will be scheduled.

The Frederick County State’s Attorney’s Office says indictments are charging documents alleging criminal conduct, and all defendants are innocent until proven guilty.
