Rockville Man Arrested in Connection with Peeping Tom Incident

Suspect allegedly recorded or photographed a female victim inside a fitting room at a store in Montgomery Mall.

Gaithersburg, MD – Officers from the Montgomery County Department of Police – 2nd District Station have arrested 31-year-old Javier Armando Pastran Morales of Rockville for allegedly recording or photographing a female victim inside a fitting room at a store in Montgomery Mall.
On Thursday, April 17, 2025, at approximately 3:10 p.m., officers responded to the 7100 block of Democracy Boulevard in Bethesda for a report of a peeping tom.
The investigation revealed that Pastran Morales used his cell phone to record or photograph a woman who was trying on clothes in an adjacent fitting room. When the victim realized she was being filmed, Pastran Morales left the fitting room and the store.
Officers reviewed surveillance footage from the mall and obtained a description of the suspect. Through investigative efforts, officers were able to identify Pastran Morales as the suspect.
On Friday, May 9, officers obtained an arrest warrant against Pastran Morales, charging him with peeping tom, private place-prurient intent and visual surveillance-private area.
On the morning of Thursday, May 15, officers located and arrested Pastran Morales outside his residence in Rockville. He was transported to the Montgomery County Central Processing Unit and later released on an unsecured personal bond of $3,000.
