Deadly Crash In Allegany County Leads To Arrest Of A Washington County Man

A deadly crash last year in Allegany County has led to the arrest of a Washington County man following a grand jury indictment.

Cumberland, Md. (DG) – Following a grand jury indictment, Maryland State Police have arrested a Washington County man in connection with a deadly crash earlier last year in Allegany County.

Police say 50-year-old Shane Fulmer of Hagerstown is facing multiple charges, including negligent manslaughter by vehicle and homicide by motor vehicle while under the influence of alcohol.

The charges stem from a two-vehicle crash that happened shortly before 8 p.m. on May 19, 2025, along Orleans Road, south of High Germany Road. Investigators say Fulmer was driving a Ford Ranger southbound when he crossed into the northbound lanes and collided with a Harley-Davidson motorcycle.

The motorcycle’s driver, 66-year-old Kenneth Appel Jr. of Little Orleans, was pronounced dead at the scene. Fulmer was taken to a hospital for treatment. The roadway was closed for more than two hours during the investigation.
